Upon suffering a disabling attack from a long-ago adversary, Jessie Mach finds his career as a motorcycle patrolman in peril. Yet, his fate takes a dramatic turn when he is recruited by a computer expert named Tuttle for an exclusive government initiative. Jessie is designated as the trial pilot for the revolutionary Street Hawk—a motorcycle equipped with formidable weaponry and boasting velocities exceeding 300 miles per hour within urban settings, where the risk of collisions is minimal. Tuttle maintains oversight from the command center, monitoring Jessie's every move via the camera integrated into the helmet. This arrangement is complemented by a discreet surgical procedure to restore Jessie's legs, all while preserving the illusion of his continued disability. However, Tuttle's expectations are challenged when Jessie yearns to actively engage in combating crime, rather than merely undergoing the prescribed tests.
